BUDGET
The Village's fiscal year starts on March 1st and ends the following February 28th (or 29th if it's a leap year). Budgeting starts in November on a staff level and is examined by the different committees in December and January.
Committees make their recommendations to the Village Council in February. After a public hearing the Council votes on the upcoming fiscal year's budget.

As part of the State of Michigan’s municipal finance requirements (the Economic Vitality Incentive Program, from Public Act 63 of 2011) now known as City, Village, and Township Revenue Sharing (CVTRS) Program, the Village of Bellaire is pleased to provide the following documents: Dashboard (submitted November 2022)
The dashboard gives a quick look at several measurements that tell residents how well the Village government is performing. Fiscal stability, economic strength, public safety, and quality of life are quantified in an easy-to-understand manner. For a state-wide view of similar measurements, take a look at the midash State of Michigan dashboard. Citizen's Guide (Based on the F-65 as posted on Treasury's online system)
The intent of the Citizen’s Guide is to provide a graphical presentation of the most important financial measures. The Citizen’s Guide summarizes the key financial trends that are indicative of the village’s fiscal health. Debt Service Report (submitted November 2022) Another state requirement is to provide a report of the Village's debt (Debt Service Report). Projected Budget Report (submitted November 2022) Further, a projected budget report is required. This report includes information regarding general fund revenues & expenditures for the current fiscal year and a general fund budget projection for the next fiscal year. The projection includes an explanation of assumptions used for the projections.
